私は現在、長距離および国際電話にはAT&Tを使っていますが、Sprintから切り換えた際の50%割引のpromotionを3カ月ごとに更新して、現在も8pm-2amは49.5 cents/minになっています。これは、初め切り替えの際にこのrateはずっと変わらないと説明されていたのに、その後rateはpromotionのため3カ月のみ有効という記載のあるbillが送られてきたため、customer serviceに電話で文句を言ったところ、3カ月ごとにcustomer serviceに電話をかけ、promotionの適用を更新してもらえばOKと言われたためです。
この手は他の人も使えるのではないかと常々思っていたのですが、今日久しぶりにSprintから勧誘の電話が入ったので、この疑問を訊いてみました。これに対してSprintも、新規加入ないし切り替えの際のpromotionの有効期限は3カ月だが、同じようにcustomer serviceに電話をすれば更新できるとのことでした。
ちなみに、AT&Tのpromotionの名前はTrue Reach Internationalで、rateは8pm-2amが49.5 cents、またNYNEXとの接続料$3/monthはAT&Tが払ってくれます。また初めに$25かそれ以上のrebateが送られてきます。SprintはSense Internationalというpromotion（ただしhome pageではこれはplan名になっていた）で、rateは同じ時間帯が45 cents、ただし接続料は払ってくれません。rebateもないようですが、切り換えた翌月のまる1カ月間はrateが36 centsになるそうです。なお、こういったpromotionについては、それぞれのhome page（ www.att.com or www.sprint.com ）では全く紹介されていないようです。
MCI については全く知りません。また、以前ご紹介したminor long distance carrierのひとつINETは、home page では以前どうり39 cents（24hr）になっていました。他にもどこかで、36 centsというところを見た覚えがあります（Sprintの2カ月目36 centsというのはこれに合わせたのかも）。でもこういうところは、いつの間にか倒産しているかもしれないからちょっと心配........。
参考までに、AT&Tの日本語customer serviceの番号は1-800-656-6744、Sprintは1-800-800-5988 ext.3383 or 3384 (Taeko)です。
長距離電話についてですが、徳井先生のお話し通り、最近かなり安いプロモーションを出してきているようです。AT&Tはいつかけても41cents/min、Sprintはpm8-pm2が36cents/minだそうです。前者は6カ月、後者は4カ月の期間限定ですが、以前にも書いた通り、期間が終わる前に電話をかけて、プロモーションの更新をすることが可能です。
なお、$3/monthのNYNEXへの接続料は、いずれも支払わなければなりません。私は現在AT&Tで49.5cents/min、接続料はAT&T持ちというのを使っていますが、この場合、月22分以上話すようならSprintnの方が安くなりますね。

Hi. I am living in Rhode Island, USA. I read your homepage
about long distance telephone companies and know that you need
some information about MCI. I'm using MCI,now, although I'm going
to change into AT&T soon.
I used to pay 70 cents a minute to call Japan and $1.45 to Sri
Lanka. It's MCI World Savings plan, $3 monthly fee. Domestic long
distance is depend on time and distance. 10 to 20 cents a minute.
One day when I called MCI to ask something, they said that they
have a special promotion now and it is 48 cents a minute to Japan
and 98 cents to Sri Lanka for six months. (Anytime, Selected
TEL#. ( We can register the # as many as we want.))
The funny thing is that they would not give us the rate if I did
not call. It was a big shock for me, but we have to negociate. In
Japan, everybody get the same rate equally.
Last week, AT&T sent me a $100 check. If I switch to AT&T
from MCI, I can use it. I asked AT&T the rate. They said it
is 39 cents to Japan, $1.01 to Sri Lanka and $3 monthly fee. (
domestic long distance is 15 cents, anytime, to anybody) I called
MCI and said " AT&T is offering me a very good rate and
thinking of switching to them." MCI offered me a new rate.
40 cents to Japan and 82 cents to Sri Lanka!
